This last item has been longer discussed without satisfactory issue since the General Manager of CNCC advised that the amendment of this notice was not up for the discussion. The notice has been signed without any near future modifications, what is important is that we should follow the implementation.

Export
All shipments loading from cameroon should obtain BESC before effective loading, this formality is performed by the shipper or forwader and delivered by the CAMEROON NATIONAL SHIPPER'S COUNCIL (CNCC) in Douala against payment of an established fees (see attached doc), Failure to this formality or wrong information imputed in the initial BESC will require a new BESC for regularisation with consequence increase of 50% of the BESC rate, this regularisation to be done maximun 5 days after sailing date. It is required that the BESC is attached to the customs declaration.
Import
All shipments to Cameroon should obtain BESC at the origin before loading and this will be delivered as from now up to 070131 by BIMV (Maritime International Bureau) in Antwerp which is acting as CNCC's representative, full address of representaives of CNCC in the rest of the world will be send to all concerned party in the near future, failure of the BESC at load port for a shipment to Cameroon should be regularized five days before vessel's arrival with consequence increase of 50% of the BESC rate.This should be performed by the receiver at Douala and document delivered by the local CNCC. It is required that the BESC number is inserted in the BL at origin load port.
